Dublinis the capital and largest city of the RepublicofIreland , with the population of 495,781 at the census of 2002.  

Dublin City Council is committed to massive reductions of CO2 through positive interventions in various programmes, especially in housing, public lighting, transport and CHP. Reductions in energy consumption are projected up to the year 2010 and beyond, through additional measures in public buildings and Council housing stock.

CODEMA is the City of Dublin Energy Management Agency. It was founded in 1997 as a limited company, on the initiative of Dublin City Council and with financial support from the European Commission.  

Codema's aim is to contribute to the economic, social and environmental sustainability of Dublin through good energy management, which will benefit the environment and improve the quality of life for those who live and work in the city.


Until the middle of the project´s duration, in the work-package 2, Codema analyzed existing fiscal incentives and control instruments that are supporting renewable energy and energy efficiency on the local, national and EU level. Fiscal incentives (grants and tax reliefs) were analyzed according to 10 key questions. The control instruments that were studied included regulations but also strategic framework, development and investment plans.

Support for Energy efficiency and renewable energy in Ireland

On the local level there are a number of policy documents providing a local framework for development and investment in Dublin, that take energy reduction and efficiency, renewable energy as well as sustainable transport and sustainable development into consideration.  On the national level there are policy documents such as the National Climate Change Strategy or the White Paper on Energy responding to the challenges of climate change and the challenges to ensure security, competitiveness and sustainability of energy supply. Furthermore there are investment programs that also include investments in energy efficiency, renewable energy and public transport.   There are a number of fiscal incentives for more energy efficiency and renewable energy that are addressing the different sectors; residential, public, commercial, transport and agriculture. The most recent and most relevant control instrument is the Irish Building Standard incorporating the regulations of the Energy Performance of Buildings Directive.  On the European level there are policy documents such as the Action Plan on Energy Efficiency and the Energy Policy for EU that provides targets and strategies. The Competitiveness and Innovation Framework Programme includes the Intelligent Energy - Europe Programme and several Directives which are setting the framework for more energy efficiency and renewable energy. 

Financial Analyses of Irish Fiscal Incentives   

The national fiscal instruments were analyzed in order to identify the focus of Ireland´s policy of subsidies. There was a significant increase of financial support for more energy efficiency and renewable energy from 2006 onwards. The total budget available for the period 2006-2011 is now €466,200,000 corresponding to €18 per capita and year. The majority (68%) is allocated to the transport and commercial sector supporting biofuels (€206m) and electricity produced from renewable energy sources (€119m) respectively. The acceptance and success of these quite recently introduced supporting schemes remain to be seen.
