SUSTAINABLE ENERGY PARTNERSHIPS AND ENERGY ACTION PLANS
Sustainable energy action plans and energy partnerships are being created for the cities of Dublin, Hillerød, Malmö and Tallinn. These plans will valorize European energy policies and add value to the many individual local demonstration projects in these cities. The plans will focus on the long term transformation of the energy systems within these cities, including measurable targets on energy use and the share of energy from renewable resources.

The action plans draw upon experiences gained from a number of different projects that have been implemented in each of the participating cities. A number of European cities have implemented holistic projects in order to transform city districts to ecological, economical and social sustainability. These projects envelop a number of key areas such as renewable energy, energy efficient construction and refurbishment, urban regeneration and water conservation.

The thematic work packages "Sustainable Construction","Carbon Neutral Enterprises" and "Sustainable Energy Citizenships" are all important building blocks in the creation of the energy action plans. The four cities participate actively in these thematic work packages in order to consolidate all information gathered, creating a holistic energy action plan for each city. 

A prerequisite to the development of sustainable energy action plans is the development of energy partnerships of different stakeholders in the individual cities: the local authorities, business community, NGOs and research institutes. This engages various actors who have been involved in different demonstration projects in the participating cities. Also, it helps in creating a holistic plan, drawing on the expertise of the relevant actors with experiences from sustainable projects within the cities. 

The sustainable energy action plans will be adopted by high leveled decision-making bodies in the participating cities.
